Shared Practices for Performance-based Testing and Evaluation

This panel presentation will be led by subject matter experts and practitioners who will share their experiences with performance-based testing and evaluation—what they have found to be effective, what they have learned, and more. There will also be a time for Q&A, so please come with questions and stories from your experiences.
In addition to the panel, there will be an open source discussion during which participants can meet to discuss and share experiences on mutually beneficial topics.
Kirk Becker, Senior Research Scientist for Pearson VUE
Dr. Becker is a senior research scientist with Pearson. He has over twenty years’ experience conducting research and performing operational work in measurement and psychometrics. Kirk has conducted research and worked operationally with innovative test items, performance testing, principled item development, and exam formats including adaptive testing (CAT and MST). Dr. Becker’s current research focuses on efficient methods for evaluating and coding large item pools using natural language processing. Kirk received his Ph.D. in Educational Psychology from the University of Illinois at Chicago.
Wallace Judd, Psychometrician
Dr. Wallace Judd is a psychometrician who received his undergraduate degree from Princeton, his Ed.M. from Harvard, and his Ph.D. from Stanford University, doing his doctoral dissertation under Lee Cronbach on computerized adaptive testing. He was a senior programmer at Xerox PARC, worked on the Lisa at Apple, and was Director of Training for Netscape. Dr. Judd developed the Judd Test series of ten computerized hands-on performance tests, starting in 1989, and has since developed or consulted on dozens of performance tests for clients, including Linux Foundation, General Electric, Cloud Foundry, Open Stack, Node.js, Oracle, Honeywell, Kelly Services, Red Hat, and many others.
The former Executive Director of the Performance Testing Council, Dr. Judd is Chair of the ASTM E36.80 subcommittee which developed a national standard for Performance Testing. He is also a former ANSI assessor and has done extensive research on performance testing standards, implementation and psychometric measures. Author of 22 textbooks and several journal articles, he has two patents. President of Authentic Testing Corp. for 12 years, Dr. Judd assists clients in the development of both performance and multiple-choice exams.
Cheryl Mounts, Executive Director of IBCSOMS
For more than 40 years, Cheryl Mounts, MS, CAE has worked with educational, membership and certifying organizations to improve the professional education, development and credentialing of healthcare providers in the United States and internationally. Her most recent adventure involved the creation and launch of the International Board for the Certification of Specialists in Oral and Maxillofacial Surgery (IBCSOMS), which offers international certification for head and neck surgeons. She is thrilled to have this opportunity to share her experiences with developing performance-based assessments with the certification community.
