The COVID 19 disruption is having short and long-term consequences on the economy, certification businesses and our lives. There are many aspects to consider as we continue managing our credentialing programs differently and discover innovative ways of conducting the business of certification going forward.
This panel of credentialing experts selected three topics to discuss and share what they have done to navigate through these challenging, but somewhat innovative times. They will share lessons learned, particularly about stakeholders, to keep their certification programs relevant and of value to the profession, industry, and end-users served. Specific topics include: Eligibility and certification requirements; maintenance of certification; and governance and leadership.
After attending this virtual program, participants will be able to:
- Generate ideas about how to modify their credentials’ eligibility, maintenance and governance processes, procedures and policies while remaining relevant and responsive to stakeholders
- Recognize strategies other certification bodies have implemented for program administration and governance to anticipate and plan for continued flux, and a second wave of economic and health disruption
- Develop their own tactics and approaches to staying in business during this time of flux.
Panelists will briefly present how they are managing certification requirements, maintenance of certification, and governance matters during these uncertain times. Following each presentation, participants will have the opportunity to ask questions of the panelists. Discussion is encouraged as we problem-solve these and other issues as they arise.

John serves as vice-president of Certification at the National Roofing Contractors Association (NRCA). He has designed and facilitated construction industry training since the mid-1980’s, including serving 23-years as NRCA education staff. He holds a MA in Instructional Design, Human Resource Development; is a Certified Association Executive; a Registered Roof Consultant; an Authorized OSHA outreach trainer; and, a Certified Assessment and Credentialing Professional.
His experience includes developing and implementing high-impact training, education and performance-based certification programs for the construction industry covering numerous topics including professional trainer development; workforce safety; solar photovoltaic and roofing technologies; professional leadership and management; workforce development; and, engineered management systems.
David Kushner, President
David Kushner has more than 35 years of experience as a CEO, executive level consultant, and senior manager who provides his clients with valued advice and counsel. He specializes in advising groups regarding mergers and acquisitions; organizational restructurings; board and governance matters; CEO and senior management coaching; developing creative strategic direction setting and innovative thinking and serves as a high-level group facilitator. David helps leaders navigate change, solve problems and become dynamic change agents.
Jessica Herchenroeder loves a good challenge! As Director of Engagement at Inteleos (formerly ARDMS), she is responsible for the organization’s Maintenance of Certification program which includes, annually, renewals and CME audit for more than 100,000 Registrants and Certificants across two brands. She began her tenure with Inteleos in 2000 as part of the Certification team so, in addition to experience with maintenance of certification, she has been directly involved with examination prerequisites and eligibility. Jessica’s cross-departmental experience gives her a unique perspective on the challenges faced by many associations. This year she served on Credly’s Client Advisory Board and, in her free time, she opts for a different kind of challenge - Spartan obstacle course racing.
Trish McConkey is the Director of Certification for Inteleos, a non-profit medical imaging certification body whose mission is to create the global standards of excellence in healthcare. Trish is a driven executive with experience inspiring and leading others to metrics-driven results. Her expertise lies in executive leadership, successfully developing and implementing strategic workflow processes, expanding business opportunities, liaising with internal and external stakeholders and appropriating resources to maximize productivity, efficiency and revenue growth. Through her more than 20 years of service with Inteleos, she has not only built valuable relationships with the Inteleos (ARDMS/APCA) volunteers but has successfully led many governance groups and acted as a liaison to the Board of Directors.
Trish has a BS in Business Administration from the University of Maryland University College. She also holds the Certified Association Executive (CAE) Credential from the American Society of Association Executives (ASAE).
Christine Niero , PhD., Vice President, Professional Certification and Client Development, Professional Testing, Inc.
Dr. Christine Niero heads the Washington D.C. area office for Professional Testing, Inc. Dr. Niero is a senior executive who brings over twenty-five years of experience in credentialing and non-profit management with a record of highly successful client outcomes. Dr. Niero has demonstrated skills and expertise in developing and implementing viable credentialing programs, policy development, establishing operational and governance structures, optimizing management functions, leadership development, strategic planning, standard setting and accreditation. Dr. Niero is an astute team builder, skilled leader and facilitator with the ability to bring together diverse perspectives.
Dr. Niero has held leadership roles in national organizations, including committee member and Vice-Chair of the Personnel Certification Accreditation Committee (PCAC) for the American National Standards Institute (ANSI) world standard for personnel certification, ISO/IEC 17024, and ANSI Conformity Assessment Policy Committee (CAPC), National Policy Committee (NPC) and Committee on Education (COE). Dr. Niero serves on the ANSI/Governmental Inter-Agency work group, providing expertise on certification and testing, and participated at a national level on the ANSI Energy Efficiency Standardization Coordination Collaborative as an authority on workforce credentialing. Dr. Niero participates in the International Accreditation Forum (IAF) serving on several work groups related to conformity assessment and personnel certification (ISO/IEC 17024). Dr. Niero also serves on the WorkCred Council, a subsidiary corporation of ANSI, whose mission is to strengthen workforce quality by improving the credentialing system, ensuring its ongoing relevance, and preparing employers, workers, educators, and governments to use it effectively. Also, in the area of workforce development, Dr. Niero served on the Apprenticeship Powered by Industry (API) Leadership Committee, providing expertise on accreditation and certification serving in an advisory capacity to the U.S. Department of Labor. Dr. Niero served as Director on the Association of Test Publishers (ATP) Board for six years, and is actively involved in several professional societies, including the American Society of Association Executives (ASAE). Dr. Niero served as an Officer of the Board of the Institute for Credentialing Excellence (ICE), formerly NOCA. Currently Dr. Niero is a member of the CNG Chicago Program Committee.
