Many credentialing organizations have implemented or are considering implementing a competency model. This session is intended to provide information about when and why to implement a competency framework, drawing from a recent successful implementation for the Medical-Surgical Nursing Certification Board (MSNCB), complete with results to validate success.  The audience will be encouraged to engage in dialogue to share experiences and ask questions in an open format.

Case Study Overview

MSNCB and AERE conducted a study to evaluate and propose continued recertification models for the MSNCB flagship certification, the Certified Medical-Surgical Registered Nurse (CMSRN©). The purpose of the study was to ensure that meeting the recertification activities were equivalent to passing the CMRSN examination using a self-assessment model derived from the Academy of Medical-Surgical Nurses (AMSN) competency model. The self-assessment determined the knowledge/skill gaps. In addition, a number of recertification models were proposed taking into consideration the recertification eligibility requirements, recertification requirements, certification pathways for each model, and rationale for requirements and activities.

A multi-methodological research approach, primarily using SMEs selected by MSNCB and research results to propose, evaluate, revise, and select a finalized recertification model results ensured that it was equivalent to passing the CMSRN examination.

Presenters

Terri Hinkley, EdD, MBA, BScN, RN, CAE was hired by the Academy of Medical-Surgical Nurses (AMSN) and the Medical-Surgical Nursing Certification Board (MSNCB) in August 2017. Terri has over 32 years in acute care nursing in the healthcare setting. She has ten years of association management staff experience, having held executive positions in both individual membership associations and certification boards.

Terri was elected as the President of the American Board of Nursing Specialties (ABNS) in July 2021 and is a Director on the Board of Directors for the Institute of Credentialing Excellence (ICE), the Nurses on Boards Coalition (NOBC), and the Otsuka Patient Assistance Fund. She received her RN from Centennial College, BScN from York University, an Executive MBA from Athabasca University, and an Ed.D. in the Executive Leadership (ELP) Human and Organizational Learning (HOL) Program at the George Washington University.

Bill West is a senior market leader and 25+ year veteran of the assessment industry. Currently working in market development for businesses he greatly respects led by friends he admires, Bill has successfully served in a variety operational and sales capacities for test administration and credential management organizations as well as an NCCA-accredited non-profit credentialing association. Roles have included customer service, program management, business development. operations, and strategy. In these roles, Bill launched and managed numerous national and global assessment programs, assisted clients with expanding their businesses, implemented strategic partnerships, and developed new markets.

An active contributor to industry associations, conferences and committees, Bill served on the board of directors for the Association of Test Publishers (ATP) and the Certification Network Group (CNG) and currently serves on the National Advisory Board for the Credential As You Go initiative (CAYG) the Institute for Credentialing Excellence (ICE), owner of the NCCA accreditation standard.

Dr. Manny Straehle, GISF, Founder and President of Assessment, Education, and Research Experts is a consulting assessment, educational and research expert with a number of work experiences with licensure and certification organizations, and over 25 years of experience in developing assessments and competency models. He has vast experiences in psychometrics, testing, assessment, evaluation, and competency modeling.  As Founder and President of Assessment, Education, and Research Experts AERE, Manny leads a team of 24 experts in various psychometric, testing, and assessment activities, competency modeling, marketing and survey research, aptitude and employment selection testing, performance based assessments, stackable credentials, and other research and evaluation projects.

Manny has held roles at the Advertising Research Corporation (ARC), Media Broadcasting Company (Pharmaceutical Marketing), National Board of Medical Examiners (NBME),  Genesis Healthcare, Prometric, and Green Building Certification Institute (GBCI), and Founding Partner and Chief Assessment Officer at International Credentialing Associates (ICA).

Manny received his doctorate degree from Temple University in Educational Psychology with a focus on psychometrics and evaluation. In addition to his AERE consultation activities, Manny has taught psychology, statistics, research and education at higher education institiutes over the past 20 years that include prestigous univiesities such as Penn State University, Saint Joseph’s University, Johns Hopkins University, University of Southern California, and George Washington University.

In his free time, he spends it with his family including his three sons. In addition, he is currently pursuing a certification as a Certified Biblical Counselor which he hopes to someday offer free sessions.
