Please join CNG Chicago as we host a virtual panel on DE&I (Diversity, Equity, and Inclusion). The conversation around DE&I is an important one for the credentialing industry and our panel of certification professionals want to help you continue that conversation. Our panel draws on their experience with certification organizations, as psychometricians, as vendors, and the chair of the I.C.E.’s DE&I committee. Please join us for networking breakout groups before the panel provides short presentations on DE&I after which we will launch into a discussion session.

Christine Niero
Dr. Niero heads the Washington D.C. office for Professional Testing, Inc. and is a senior executive who brings over twenty-five years of experience in credentialing and non-profit management with a record of highly successful client outcomes. Dr. Niero has demonstrated skills and expertise in developing and implementing viable credentialing programs, policy development, establishing operational and governance structures, optimizing management functions, leadership development, strategic planning, standard setting and accreditation. Dr. Niero is an astute team builder, skilled leader and facilitator with the ability to bring together diverse perspectives. A recognized leader, Dr. Niero frequently provides presentations on the topic of certification at major industry meetings.

Saundra Foderick, MA, CESP
Sandy Foderick is a Test Design Manager for Caveon and HPE. Her areas of focus include test fairness and test design as a way to increase test security in a neurodiverse world, novel test formats, including SmartItems, DOMC, binary response, and others as a way to increase fairness for candidates while increasing test security. Sandy was previously Psychometric Lead for Competency programs for a university, and prior to that taught in the Humanities Department as IRB Chair at EDMC for 18 years. She lives in northern Minnesota and has been with Caveon for 8 years.
Mark Franco, JD
Mr. Franco assists Associations, Nonprofit Organizations and small businesses on corporate legal matters involving Chapter Relations, Charitable Solicitation, Contracts, Data Security, Due Process, Employment, Entity Formation, Fundraising, Governance, Intellectual Property, Management, Policy Development, Privacy, Professional Ethics and Tax. He is an I.C.E. Certified Credentialing Professional and provides counsel to professional credentialing programs on matters involving Accommodations, Accreditation, Certification, Cheating, Codes of Conduct, Discipline, Eligibility, Exam Development, Infringement, Score Validation, Standards Development, Test Administration and Vendor Relations and is the author on professional codes of conduct/ethics in the publication titled Certification, The ICE Handbook.
Mr. Franco also volunteers for industry groups in the areas of ethics, diversity, equity and inclusion and as a public member on credentialing bodies to represent the public interest. He has worked with tax exempt, nonprofit and credentialing organizations since 2003 and received his BS in Business Administration from Georgetown University McDonough School of Business and his JD from the George Mason University Antonin Scalia Law School.
Mihaiela R. Gugiu, Ph.D.
Dr. Mihaiela R. Gugiu, PhD, is the Chief Assessment Officer at the National Registry of Emergency Medical Technicians. She oversees the development and validation of certification examinations, the development and implementation of recertification, and the efforts to innovate the certification process in line with appropriate standards in the credentialing industry. Dr. Gugiu has extensive experience in psychometrics, research, and accreditation standards, and is committed to advancing the development of certification examinations in a fair and equitable manner.
Frank Williams, Ph.D
Frank Williams, PhD, joined PSI in 2021. As a Lead Senior Psychometrician, Frank assists other Psychometricians with managing projects to ensure deliverables are completed according to quality standards and project timelines. In addition, he assists in test development to ensure forms are aligned with exam content outlines and statistical specifications are met for measurement equivalence. Frank earned a Bachelor’s degree in Mathematics from Morehouse College, a Master’s degree in Secondary Math Education from New York University, a Master’s in Psychology from Fordham University, and a PhD in Psychometrics/Quantitative Psychology, also from Fordham University. He is a proven and dedicated contributor to the Psychometrics Services team.
